English Partnerships and Sandwell Metropolitan Borough Council in partnership are responsible for the regeneration of Smethwick in the West Midlands. This is one of the nine pathfinder areas identified by the Government as requiring new and coordinated form of intervention to improve housing markets and regenerate neighbourhoods. As an early flagship project, this development will set the design and construction standard for subsequent work in the area.
The selection of development partners was considered of paramount importance. A four stage process was used to assess submissions and compliance and ensure the project was carried out to achieve the stated aims.
The 0.56 ha site was cleared having formerly been occupied by private houses and commercial premises used as a coach business, tyre repair unit and self service garage. A full site investigation was undertaken and contaminated areas identified. A remediation strategy was developed to ensure a warranted site could be handed over to the future purchasers.
Works proved of a straightforward nature including contaminated hot spots. Bioremediation featured strongly in techniques utilised although some material required excavation and minimal removal from site. All work undertaken by Cognition was completed on budget and on time and met with the approval of the authority.
